Vegetative parts: plants tufted (Plants lanky, much branched, tangled and untidy), 0.3–1 m tall, basal diameter 0.01–0.1 m, crown diameter 0.2–0.6 m, compact, without spreading rhizomes or stolons. Fertile culms sparingly branched or branching, round (not compressed), solid or with a small central cavity, smooth (often drying somewhat sulcate), olivaceous, 0.3–1 m tall, diameter at base 1.5–2.2 mm, diameter at apex 0.8–1.8 mm. Branch axil indumentum absent. Clusters of sterile branches at the nodes of the fertile branches absent. Sheaths more than 1 per culm, persistent, with no abscission line, loosely convoluted, 15–35 mm long, margins entire, orange to reddish-brown (ranging from light to darker), with the base colour showing through as tan speckles, upper 1/3 in colour and texture similar to the lower 2/3, apical margins narrowly membranous, hyaline shoulders absent, apex, excluding the membranous lobes, acuminate or acute. Sheath-mucro hair-like (long and slender), straight and erect or recurved, 2–5 mm long, very distinctive by colour, shape and orientation. Males: male inflorescence with 2–5 spikelets or 6–10 spikelets or 11–20 spikelets, paniculate, 30–70 mm long, 10–25 mm wide. Male inflorescence spathes persistent, shorter than spikelets or as tall as spikelets or taller than spikelets, coriaceous, often striking, recurved, large, but never obscuring the spikelets. Male spathellae inconspicuous or absent. Male flowers in spikelets. Male spikelets erect on stiff pedicels or sessile, elliptical or ovate, apex acute or undifferentiated, 8–17 mm, 2.4–3.8 mm (body of spikelet, excluding the awns of floral bracts which stretch out sideways), with 10–30 flowers, pedicels absent ie spikelets sessile or shorter than the spikelets (spikelets clustered along the inflorescence axis), terete or angular. Male bracts taller than flowers (but because the bracts are recuved the flowers are visible behind the bracts), 4.5–8.5 mm long, ovate, acuminate, coriaceous, bract upper margin membranous, thinner texture than the body, bract awn between half and as long as the bract body, awns recurved giving the spikelets a very distinctive appearance. Male flower 3–5.5 mm long. Male tepals sepals more rigid than petals (slightly due to midrib), chartaceous, petals chartaceous, linear or oblong or elliptical or ovate (quite variable - the outer lateral tepals are either oblong/linear or slightly ovate, the inner tepals are elliptical to sometimes ovate), inner and outer tepals the same length. Male outer lateral tepals conduplicate, keel sparsely villous (very sparse). Anthers 2–2.5 mm long, exserted from the flowers. Pistillode present. Females: female inflorescence interrupted or globose (This depends on the number of spikelets - when there are many, they tend to cluster together in a globose bunch), 10–70 mm long, 5–30 mm wide, with 1 spikelet or 2–5 spikelets or 6–10 spikelets (usually 1–2). Female spathes shorter than the spikelets (mostly about half as long as the spikelets), persistent, coriaceous. Female spathellae inconspicuous or absent. Female spikelet sessile, oblong or ovate, apex rounded or acute, 12–40 mm long, with 15–25 flowers, with 0–1 sterile bracts. Female bracts taller than flowers (but because bracts are recurved the flowers are visible), reflexed (the length and curvature of the female bract awns distinguishes R. ocreatus quite clearly from R. setiger: the former has shorter and recurved awns), 8–15 mm long, ovate, acuminate, coriaceous, apical margin membranous, same as body of bract, margins entire, awn less than half as long as the bract body (the length and curvature of the female bract awns distinguishes R. ocreatus quite clearly from R. setiger: the former has shorter and recurved awns). Female flower 6.5–9 mm long, without a fleshy pedicel, six tepals. Female tepals coriaceous, keels of lateral sepals sparsely villous or keels of lateral sepals densely villous, midrib raised, margins entire, apices acute, inner and outer whorls the same length or inner whorl shorter than outer (inner whorl may be slightly shorter than outer). Female outer lateral tepals conduplicate, 6.5–9 mm long. Female odd outer tepal ovate, 5.2–7 mm long. Female inner tepals ovate, 4.7–6.8 mm long. Staminodes absent. Styles feathery, white, 2. Style bases fused to form a pillar (this mostly very long and exserted at top of old flowers). Ovary with 2 locules, dehiscent. Fruit: seed (1.76–)1.99(–2.1) mm long, (0.96–)1.36(–1.72) mm in diameter, shape in side view elliptical, shape in diameter triangular in cross section, translucent or silvery (with the tan and brown-patched seecolour shining through the coat), pitted.
